Richard is Deputy to Keith Emsall on Education and deputy to Derek Ashley for Planning & External Relations

Richard was born in Hitchin and has lived in the area all his life. He is married to Jane with five children and four grandchildren,and runs his own property maintenance business.

First
elected to North Herts District Council in 1990, he is now a member of the Cabinet and is Portfolio holder for Planning, Environment
and Transport, as well as the Conservative representative on
the Regional Planning Panel for the East of England Regional
Assembly.
Whilst acknowledging that Luton is a useful local short haul airport,
Richard has been at the forefront of the battle to stop its
over-expansion. He is also determined to resist any unnecessary
destruction of the Green Belt to accomodate this government’s
unsustainable housing plans in the region.
